No holder of a retail liquor license, or an agent or employee thereof, shall refuse to grant admittance to the premises for which the license has been issued, at any time upon the verbal request of the City Attorney, to a police officer, a Board of representative, the Building Inspector, the City Collector, a member of Council or the Liquor Control Commissioner or his or her authorized deputy, for the purpose of making an inspection of the premises or any part thereof.
