A business which starts as a small home occupation shall not impinge upon the rights and privileges of the abutting and adjoining homeowners and shall be conducted in a manner that it does not change in any way the neighborhood atmosphere of any residential district. Any home occupation shall comply with all applicable provisions of the Planning and Zoning Code of the city and shall be operated under a home occupation business regulation certificate. The fee for the certificate is $50.
