(A) The required fee for each certificate issued under this chapter shall be collected upon application. The fee shall be charged at the yearly rate, provided, however, that if the certificate is issued on or after July 1, the regulatory fee shall be one-half of the yearly fee for the unexpired term of the regulatory year.
(B) No rebate or refund of any fee or part thereof shall be made by reason of death, nonuse of the certificate or discontinuance of the operation of the commercial or industrial establishment.
