Subject to the provisions of this chapter, the City Collector, or personnel as may be designated by the Collector, shall issue a business regulation certificate, after investigations by the applicable city departments, to permit the operation of the commercial or industrial establishment in the city for one year which shall begin on January 1 and terminate on December 31.
