The general standards set forth in this section relative to the qualifications of every applicant for a license shall be considered and applied by the City License Officer. The applicant shall:
(A) Citizenship. Be a citizen of the United States or a declarant therefor as authorized by law;
(B) Loyalty. Not, either individually or as a member of any party, group or organization, at the time of any application for a license or special permit under this chapter, advocate or resort to any practices subversive of or designed for the overthrow, destruction or sabotage of the government of the United States;
(C) No obligations to city. Have no arrearage due to the city. An application for any license or permit required under any provision of these Codified Ordinances shall not be accepted from an applicant who owes any payment to the city, including but not limited to the payment of any tax, fee, interest for late payment, water bill, sewer bill, garbage fee or any other fine, assessment or charge, until the payment has been paid in full; and
(D) Compliance with Zoning Code. Submit an affidavit that his or her proposed use of any premises is not a violation of the Planning and Zoning Code of the city, which identifies a licensed nuisance abatement contractor who will remedy any nuisance that develops, and a licensed exterminator who will remedy any infestation that develops; unless the business is registered to and having its only place of business located at a residential address, in which case said business shall not have to identify a licensed nuisance abatement contractor and licensed exterminator.
