After a snow fall, no person, except a person employed by the city and engaged in snow removal operations therefor, shall shovel, dump, plow, cast, throw, drop, place, sweep or deposit any snow, ice or slush on any portion of a street, sidewalk, alley or public place or on any fire hydrants.
