No person shall dig, cut or remove any sod, earth, tree, pavement, curbing or fixture from a street or other public place in the city without a permit therefor from the Director of Public Works. No person shall remove any earth, shrubbery, sod or timber from any premises not his or her own without the consent of the owner of the premises.
