(A) For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
PARIMUTUEL BET MESSENGER SERVICE. A person engaged in the business of acting, as agent or attorney-in-fact, for profit, for any other party for the purpose of purchasing parimutuel tickets, redeeming parimutuel tickets or placing money in a parimutuel pool.
PARIMUTUEL BET ORDER. The act of asking a parimutuel bet messenger service to act as agent or attorney-in-fact for the purpose of purchasing parimutuel tickets, redeeming parimutuel tickets or placing money in a parimutuel pool, or the accepted request, by a parimutuel bet messenger service, of a person to act as agent or attorney-in-fact for the purpose of purchasing parimutuel tickets, redeeming parimutuel tickets or placing money in a parimutuel pool.
(B) No person shall maintain or patronize an establishment maintained as a parimutuel bet messenger service.
(C) No person shall advertise a parimutuel bet messenger service in a street, alley or other public place in the city.
(D) No person shall place an order with a parimutuel bet messenger service or accept an order from a person who wishes to place an order with a parimutuel bet messenger service.
(E) No person shall keep or possess a record of orders placed with a parimutuel bet messenger service or keep or possess a receipt or other document, paper or memorandum that evidences the fact that an order has been placed with a parimutuel bet messenger service.
