Every person who violates the provisions contained herein shall be fined no less than $75 and no more than $750 for each violation. Each day a violation exists shall be considered a separate violation for the purpose of the assignment of fines. All fines identified in this section and all costs and fees identified in this chapter shall be paid by the animal owner or the owner of real property where the animal is or was kept. All penalties, fines, costs and fees not timely paid may become a lien against the real property following notice of the action.
