(A) The coins required to be deposited in parking meters under this chapter are hereby levied and assessed as fees to provide for the cost of supervision and regulation of the parking of vehicles in the parking meter zones established under this chapter and to cover the cost of the purchasing, leasing, acquiring, installation, operation, maintenance, supervision, regulation and control of the parking meters therein.
(B) All monies collected from parking meters shall be deposited with the Director of Finance for deposit in the Parking Meter Fund.
