   (B)   No person, unless authorized by the Director of Public Works, shall cover, bag or otherwise render unusable a parking meter. This division does not, however, prohibit the covering or bagging of meters by a funeral home or memorial chapel, provided that:
      (1)   The covers or bags are not placed on the meters more than one hour prior to the announced hour of the funeral service.
      (2)   The covers or bags are removed from all meters as the funeral procession departs from the chapel area.
      (3)   The covers or bags are placed on only those meters which directly surround the premises of the funeral home or memorial chapel.
