(A) The Director of Public Works shall have lines or markings painted or placed upon the curb or upon the street adjacent to each parking meter for the purpose of designating the parking space for which the meter is to be used. Each vehicle parking adjacent or next to the parking meter shall park within the lines or markings so established.
(B) No person shall park any vehicle across any line or marking or in a position that the vehicle is not entirely within the area so designated by the lines or markings.
