§ 466.08 REGISTRATION.
   (A)   Numbering and filing of registrations. Each registration completed under this section shall be serially numbered and kept on file in the Police Department as a public record.
   (B)   Issuance, numbering, affixing and removal of stickers. Upon the registering of a bicycle, the tag or plate shall be serially numbered to correspond with the registration number.
   (C)   Loss, defacing or destruction of stickers. In case of the theft, loss, mutilation or defacing of any tag or plate, a duplicate shall be issued by the Police Department.
   (D)   Change of bicycle ownership or dismantling.
      (1)   Within ten days after a bicycle registered under this section has changed ownership or is dismantled and taken out of use, the person in whose name the bicycle has been registered shall report the information to the Police Department.
      (2)   In case of a change of ownership of a bicycle registered under this section, the registration thereof shall be changed to show the name of the new owner.
      (3)   In case of the dismantling and taking out of operation or use of a bicycle registered under this section, the registration thereof shall be cancelled.
