§ 464.02 LOADS DROPPING OR LEAKING.
   (A)   No person shall operate a vehicle, either in person or through his or her agent or employee, upon the streets or roadways in the city, for the purpose of transporting goods, wares, merchandise or any kind of dirt, rubbish, waste article, thing or substance, unless the vehicle is provided with tight bodies or boxes, and unless all sides thereof are sufficiently high above the load or contents, so that no part of the contents or load shall fall, leak or spill therefrom.
   (B)   Every vehicle employed in the transportation of sand, coal, loose fill or any material that can be blown or spilled upon the street or roadway shall be covered, at least, with a tarpaulin or heavy canvas tightly secured over the top of the vehicle.
