The following vehicles are exempt from the license fees required under this chapter: all vehicles owned and operated on the public ways of the city by the United States government or any agency thereof, by the state or any department thereof or by any political subdivision, public or municipal corporation of the state, or any department or other agency of the corporation; all buses owned and operated by churches in conjunction with the authorized activities of the churches; and all vehicles exempt from payment of a registration fee under the State Vehicle Code.
