No person shall ride, drive, propel or stop a vehicle of any kind, character or description upon or along any street in the city which has been ordered closed by Council, by ordinance, for the purpose of paving, repairing or making repairs. However, the contractor in charge may use such vehicles as may be necessary in the conduct of the work upon the street.
