Any fine, penalty or part of any fine or penalty assessed in accordance with the provisions of the code and remaining unpaid and the exhaustion of, or the failure to exhaust, administrative procedures under this chapter and the conclusion of any judicial review procedures, shall be a debt due and owing to the city, and, as such, may be collected in accordance with applicable law.
