Upon the receipt of the request for a hearing to contest the validity of the immobilization or towing and impoundment of a vehicle, the Ordinance Enforcement Administrator shall schedule an administrative hearing for that purpose on the next scheduled hearing date, or sooner for good cause shown, but in no case later than 30 days after the request for the hearing is filed, and shall serve notice of the hearing date upon the registered owner, by first class mail, postage prepaid, to the address set forth on the request for hearing. Service of the notice shall be complete on the date it is placed in the United States mail.
