§ 424.03 ADMINISTRATIVE ADJUDICATION PROCEDURE.
   The system of administrative adjudication of vehicular standing and/or parking regulation violations, vehicle compliance violations, vehicle license or sticker requirement violations or any other ordinance violations authorized to be adjudicated hereunder, shall be in accordance with the following procedures.
   (A)   A violation notice of a vehicular standing and/or parking regulation violation, a vehicle compliance violation or a vehicle license or sticker requirement violation (violation notice), shall be issued by the persons authorized, shall contain information and shall be served, certified and have evidentiary admissibility as is hereinafter set forth. A violation notice of any ordinance violation shall be issued by the persons authorized under this Traffic Code, shall contain information and shall be certified and have evidentiary admissibility as is hereinafter set forth.
   (B)   All full-time and auxiliary police officers and local ordinance enforcement officers, as well as other specifically appointed individuals, shall have the authority to issue violation notices.
   (C)   Any individual authorized hereby to issue violation notices, who detects an ordinance violation authorized to be adjudicated under this chapter, a violation of any section of any city ordinance restricting, regulating or prohibiting the standing or parking of motor vehicles, any vehicle compliance violation or any vehicle license or sticker requirement violation, shall issue notice of the violation and shall make service thereof as is hereinafter set forth in § 424.04.
   (D)   The violation notice shall contain but shall not be limited to the following information:
      (1)   The date, time and place of the violation (date of issuance);
      (2)   The particular regulation violated;
      (3)   The vehicle make and state registration number (if applicable);
      (4)   The fine and any penalty which may be assessed for late payment; and
      (5)   The signature and identification number of the person issuing the notice.
