There is hereby established an executive department of the municipal government to be known as the City Code Enforcement Department and to have the power to enforce compliance with all municipal ordinances as are from time to time authorized by the City Council, except for any offense under the State Vehicle Code or a similar offense that is a traffic regulation governing the movement of vehicles, and except for any reportable offense under ILCS Ch. 625, Act 5, § 6-204 and offenses covered by Chapter 422 of these Codified Ordinances relative to parking tickets and compliance ticket enforcement. The establishment of the City Code Enforcement Department does not preclude the Mayor and City Council from using any other method to enforce ordinances of the city.
