(A) The Design Review Board shall study, investigate and review architectural and structural design plans and drafts of design plans that are being proposed for various building projects throughout the city to ensure that the design conforms with the aesthetics of the surrounding community.
(B) The Board, when requested by Council, shall consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its work.
