§ 284.04 POWERS AND DUTIES.
   (A)   The City Tree Board shall study, investigate, review and recommend removal of trees that are not dead, but are believed to be causing sewer problems, sidewalk damage or a hazard to life and property or to be a potential threat to other natural resources in the city.
   (B)   The recommendations shall be presented to Council for its approval after consultation with the Director of Public Works.
   (C)   The Board, when requested by Council, shall consider, investigate, make findings, report and recommend upon any special matter of questions coming within the scope of its work.
   (D)   The Board shall make a recommendation for the removal of any tree which is unsafe or which, by reason of its nature, is injurious to sewers, electric power lines, gas lines, water lines, other utilities present or other public improvements, or is infested with any injurious fungus or insects or other pests.
