§ 270.02 APPOINTMENT OF MEMBERS.
   (A)   Recitals.  
      (1)   Authority. The city is a home rule municipality within the purview of Article VII, Section 6(a) of the Illinois Constitution (1970), and, as such, may exercise any power and perform any function pertaining to its government and affairs.
      (2)   Purpose. The Mayor and City Council (the “corporate authorities”) have authorized the execution of an intergovernmental agreement by and between the Village of Oak Park, the City of Berwyn and the Town of Cicero to create an Advisory Planning Committee to coordinate redevelopment efforts and recommend infrastructure and aesthetic improvements for Roosevelt Road (the “intergovernmental agreement”), a copy of which is adopted and incorporated herein as fully as if set out at length in this code of ordinances.
      (3)   Committee responsibility. The Committee is charged with the responsibility of coordinating infrastructure planning, beautification efforts and financial resources on projects undertaken by the municipalities to rehabilitate and develop Roosevelt Road.
      (4)   Composition and compensation.
         (a)   Composition. Four individuals shall serve on the Roosevelt Road Advisory Committee (the RRAC). The city is required by the intergovernmental agreement to select the following members to the RRAC:
            1.   Two employees, consultants or members of an economic development corporation (herein collectively referred to as the employee or employees), with one employee to be appointed for an initial term of one year and one employee to be appointed for an initial term of two years, and all subsequent appointments to be made for a term of two years;
            2.   One citizen member, residing within the corporate boundaries of the city, to be appointed for an initial term of one year, and all subsequent appointments to be made for a term of two years; and
            3.   One business owner, whose enterprise is within the corporate boundaries of the city, to be appointed for an initial term of two years, and all subsequent appointments to be made for a term of two years (herein collectively referred to as the member or members).
         (b)   Compensation. The members of the RRAC shall serve without compensation or additional compensation, if employed by the city or the City Development Corporation.
      (5)   Term of service.
         (a)   A member shall continue to serve on the RRAC until a time as a replacement is appointed, unless any member is automatically disqualified in the manner specified in division (A)(5)(c) herein or is removed by the Mayor for a reason as provided in writing to the City Council.
         (b)   The Executive Director of the City Development Corporation shall at all times be an appointed employee member of the RRAC.
         (c)   Failure of an employee to maintain employment with the city or the City Development Corporation, or failure of a citizen to maintain residency within the corporate boundaries of the city, or failure of a business owner to maintain a business enterprise within the corporate boundaries of the city shall automatically disqualify the member from further service or participation in the RRAC, and any member appointed to fill the vacancy caused by an automatic disqualification shall be appointed to fill out the remainder of the term of the disqualified member.
   (B)   Appointments. The Mayor, with the advice and consent of the City Council, shall appoint each member to the Roosevelt Road Advisory Committee, in accordance with division (A) of this section and the intergovernmental agreement, as from time to time amended.
