The Board of Fire and Police Commissioners shall, on or before the last regular meeting of Council in March of each year, make to the Mayor, to be transmitted by him or her to Council, a report of the actions of the Board, the rules in force therefor and the practical effect thereof, and may in the report make suggestions as the Board believes will result in the greater efficiency of the Police and Fire Departments.
