The Board of Fire and Police Commissioners shall make rules to carry out the purpose of this chapter, and for appointments and removals in accordance with its provisions, and the Board may, from time to time, make changes in the rules. All rules and changes shall be forthwith printed for distribution, and the Board shall give notice of the place where the printed rules may be obtained, by publication in the official paper of the city. If there is no official paper, the publication shall be in a newspaper published in the city. In the publication shall be specified the date, not less than ten days subsequent to the time of the publication, on which the rules go into operation.
