(A) The Board of Fire and Police Commissioners shall consist of five members to be appointed by the Mayor, by and with the consent of Council.
(B) The term of office of each member shall be three years and until his or her successor is appointed and qualified, provided that no appointment shall be made by the Mayor within 30 days of the expiration of his or her term of office.
