(A) Whenever the Director of Finance determines that a motor vehicle or other personal property (provided that the unneeded property does not exceed $3,000 in value) owned by the city is no longer necessary or useful to or in the best interest of the city to own, the Director of Finance shall notify the corporate authorities in writing that there is the unneeded property, specifically describing the property and proposing the manner in which the Director of Finance intends to dispose of the property, by sale, conversion to a useful form, trade-in as the whole or part payment for some other article, donation to a specific governmental or charitable entity or otherwise.
(B) The Mayor or any Council members may, during the first regular meeting or special meeting convened after the notification, object to the proposed disposition of the personal property. If an objection is made by the Mayor or any Council member to the proposed disposition of the property or to the proposed manner of disposition, the question of the proposed disposition shall be put to a roll call vote of the corporate authorities.
(C) If there is no objection by the Mayor or any Council member or if, in the roll call vote, a majority of the corporate authorities holding office approve the proposed disposition of the personal property, the Director of Finance shall proceed to dispose of the personal property in the manner proposed. If there is objection and if the roll call vote the majority of the corporate authorities holding office do not vote to approve the proposed disposition of the personal property, the Director of Finance shall not dispose of the personal property, unless the disposal of the personal property or portion thereof is thereafter authorized under a new proposal as provided in this section or as may be authorized by law.
