§ 228.11 CITY COLLECTOR.
   (A)   Establishment; appointment. There is hereby established the office of City Collector. He or she shall be appointed by the Mayor, by and with the advice and consent of Council.
   (B)   Duties generally. The Collector shall receive all monies due the city from license fees, vehicle taxes, dog and cat license taxes, permits, water bills and all other payments of money not otherwise specifically provided to be collected by some other officer and the monies shall be transmitted daily to the City Treasurer as directed by the Director of Finance. The Collector shall perform further and other duties as shall be directed by the Director of Finance and as may now or hereafter be imposed by the statutes of the state.
   (C)   Books of account; reports. The Collector shall keep a comprehensive set of books reflecting all of the transactions of his or her office, and shall render an itemized report of the receipts and disbursements of the office to the Finance Committee of Council once each month.
   (D)   Detainment of monies. The Collector is hereby prohibited from keeping the monies collected by him or her in his or her hands or in the hands of any other person beyond the time which is prescribed for the payment of the same to the Treasurer. A violation of this provision shall subject the Collector to immediate removal by the Mayor and Council.
