(A) There is hereby established an executive department of the municipal government, to be known as the Department of Finance and to have control of the fiscal and human resources concerns of the city.
(B) In all matters stated in this code and otherwise, “Department of Finance” shall be substituted for, replace and succeed to the term “Finance Department.”
