§ 31.04 RULES AND ORDER OF BUSINESS.

   (A)   Rules of procedure. The Board of Trustees may from time to time adopt rules to govern the proceedings of the Board of Trustees.

   (B)   Order of business. The Board shall attend to business before it in the following order and none other, except by a three-fourths’ vote of the whole Board:

      (1)   Roll call;

      (2)   Reading of the minutes of the last meeting;

      (3)   Presentation of petitions, memorials and other communications and hearing of citizens;

      (4)   Presentation of claims and accounts;

      (5)   Reports of officers;

      (6)   Reports of committees;

      (7)   Unfinished business;

      (8)   Ordinances; and

      (9)   Resolutions.
