No person shall, in Lehman Park (including any boundary road thereof), or other public place (including any interior driveway) under the control of the Berne Park Board, except under the auspices of public authority:
(A) Have or allow any animal, except a dog on a leash no longer than eight feet, or cat under proper control. The removal of feces of animals that defecate on park property shall be the responsibility of the owner or custodian of said animal;
(B) Hitch a horse to any tree, fence or other structure. Horses shall be permitted only in areas where hitching racks are located. The removal of feces of horses that defecate on park property shall be the responsibility of the owner or custodian of said animal;
(C) Disturb any bird's nest or eggs;
(D) Injure or have possession of any wild animal or bird; or
(E) Hunt, shoot, wound, trap, capture, or kill animals on park property.
