No person shall, in Lehman Park, (including any boundary road thereof):
(A) Enter, or remain in, the park between the hours of 10:00 p.m. and 6:00 a.m. on any day except for the purpose of going through such park on the walks thereof on any day unless specific request is made for a particular facility, written to the Park Custodian, and brought before the Berne Park Board and approved or for the purpose of attendance at any athletic or recreational contest at the ball fields of the park being conducted after the hour of 10:00 p.m.;
(B) Engage in boisterous, threatening, abusive, insulting, or indecent language, or engage in any disorderly conduct or behavior tending to a breach of the peace and interfering with the enjoyment of other persons on the premises;
(C) Beg, panhandle or canvass for alms; or
(D) Make any public speech or distribute free or for a price any printed matter in any portions of Lehman Park as are from time to time specially set apart for the playing of games and athletic contests.
