§ 54.24 BASIS FOR RATE.
   The rates have been determined as the minimum amount necessary to support the financing of the capital improvement projects proposed by the Stormwater Board and contained in the Agreed Order and Long Term Control Plan between the city and the Indiana Department of Environmental Management.
