§ 54.21 FEE ESTABLISHED.
   (A)   Subject to the provisions of this subchapter, each and every parcel of property, other than exempt property, within the corporate limits of the city, and the owners and non-owner users thereof, have imposed upon them a stormwater user fee. In the event the owner and non-owner users of a particular property are not the same, the liability for each the owner and non-owner for the user fee attributable to that property shall be joint and several.The stormwater user fee shall be a monthly or a regular interval service charge and shall be determined by the provisions of this subchapter and the schedule for rate determination set forth below.

*   Impervious square footage includes the square footage of all roof, driveway and parking areas.
 
   (B)   Residential construction on parcels. Upon a new building permit having been issued for a single-family residence, an interim stormwater user fee rate of $21 per month will be assessed. The permanent rate as set forth above for improved parcels shall be assessed upon occupancy and completed construction of said improved single-family residence.
