(A) The city shall loan to residential users within the city dumpsters (containers two yards in size) for the sum of $50 per dumpster for a two-week period.
(B) The same shall be loaned to said residential users for a maximum period of two weeks at the aforementioned rate.
(C) Said dumpsters shall be loaned on a first- come basis and personnel of the city shall maintain records as to the users thereof and the number of loads picked up by the city on the dumpster so utilized.
(D) (1) Personnel from the city and user shall examine said dumpster prior to pick-up and utilization and likewise the same shall again be examined by personnel from the city and user at the conclusion of said usage.
(2) The same shall be returned to the city in the same condition as when loaned to user and any damage to said dumpster shall be rectified by and satisfied by user causing said damage.
(E) Payment for usage shall be made to the City Clerk's Office upon application and procurement of the dumpster for utilization by said residential user.
