§ 54.05 BOARD OF DIRECTORS.
   (A)   The Department of Storm Water Management shall be controlled by a Board of Directors consisting of three directors.
   (B)   Directors shall be appointed by the executive of the city and not more than two of said directors may be of the same political party.
   (C)   The terms of the office of the directors shall be staggered so that one of the directors first appointed shall serve a term of one year; one of the directors shall serve an initial term of two years; and one of said directors shall serve an initial term of three years. All of said initial terms shall begin effective as of December 1, 2003. The executive, when making the appointment of directors, shall specify which director shall serve which initial term. From and after the initial term, each director so appointed shall serve a term of three years.
   (D)   The executive of the city may remove a director at any time when in the judgment of the executive it is in the best interest of the Department.
