§ 30.29 PROCEDURE FOR PASSAGE OF ORDINANCES AND RESOLUTIONS.
   (A)   Reading of ordinances and resolutions. Ordinances and resolutions of the Common Council of the city are read by the reading of their caption (title) unless one or more Council members request that the ordinance or resolution be read in its entirety. An ordinance or resolution so requested to be read in its entirety shall be read in its entirety prior to a vote on the same.
   (B)   Passage of ordinances and resolutions.
      (1)   At introduction, a complete explanation and or presentation shall be given to the Common Council of the city for each ordinance or resolution being introduced.
      (2)   Ordinances of the Common Council of the city may be passed upon two readings and a third reading shall not be required.
      (3)   Resolutions of the Common Council of the city may be passed upon one reading and a second and third reading shall not be required.
      (4)   In accordance with I.C. 36-4-6-13, as amended, ordinances of the Common Council of the city may be passed on the same day or at the same meeting at which they are introduced upon a two-thirds vote of all of the Council's elected members after unanimous consent of all of the members present to consider such an ordinance.
   (C)   Amendments. All ordinances which are of a general and permanent nature, and which would amend the City Code, shall be in the form found in the Appendix: Amending Ordinance Form, at the end of this chapter.
