The Police Department is hereby authorized to remove and tow away, or to have removed and towed away by commercial towing service, any car or other vehicle, illegally parked in any place reserved and designated as a parking space for a person with a physical disability, that does not display a person with a physical disability placard or a disability registration plate. Vehicles so towed away for illegal parking shall be stored in a safe place and shall be restored to the owner or operator of the car upon payment of all towing and storage costs.
