For the purpose of this chapter, the following definitions shall apply, unless the context clearly indicates or requires a different meaning.
DRIVER.
Every person who drives or is in actual physical control of a vehicle.
OPERATOR. Shall include the driver or rider of any vehicle.
PARKING. The placing, allowing, or permitting or stopping any vehicle within any street or public place for any purpose other than for the unloading or loading of freight, goods, wares or merchandise, which loading or unloading shall not in any event exceed 15 minutes.
VEHICLE.
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moving by human power.
