The city's Board of Public Works and Safety and/or the city's Common Council may exempt public safety personnel and/or the use of golf carts or off-road vehicle during special events from compliance with this subchapter, provided that any operator of a golf cart or off-road vehicle so exempted must have a valid driver's license and provided proof of financial responsibility is provided for an exempted golf cart or off-road vehicle.
