Except as otherwise provided in this chapter, the Workforce Manager of the publicly owned treatment works (hereafter “Workforce Manager”) shall administer, implement and enforce the provisions of this chapter. Any powers granted to or duties imposed upon the Workforce Manager may be delegated by the Workforce Manager to other city personnel.
