Each violation shall carry a fine of $75.00. In addition to civil penalties imposed herein, a person cited for violation of this chapter shall be responsible for all court costs. The city shall not issue such individual another garage sale permit for a period of four years from the time of a prior violation. Every day that a violation of this chapter continues shall constitute a separate offense.
