3-1-5: CONTRACTS:
   A.   Bids Required: Any work or other public improvement which is not to be paid for in whole or in part by special assessment or special taxation, when the expense thereof shall exceed twenty thousand dollars ($20,000.00), shall be constructed by a contract let to the lowest responsible bidder after advertising for bids unless waived by a vote of two-thirds (2/3) of all of the trustees then holding office.
   B.   Authority To Purchase For Contracts Under Ten Thousand Dollars:
      1.   Contracts for a proper village purpose less than ten thousand dollars ($10,000.00) may be entered into by a department head without prior approval of the village board if:
         a.   Funds for the contract were budgeted and are available; and
         b.   The contract has been approved by the village administrator and applicable trustee that is responsible for the oversight of those expenditures or the village president; and
         c.   Compliance with the purchasing requirements contained in the Illinois Compiled Statutes.
      2.   All such contracts shall be reported in writing to the village board. (Ord. 12-1, 2-21-2012)
