A. Bids Required: Any work or other public improvement which is not to be paid for in whole or in part by special assessment or special taxation, when the expense thereof shall exceed twenty thousand dollars ($20,000.00), shall be constructed by a contract let to the lowest responsible bidder after advertising for bids unless waived by a vote of two-thirds (2/3) of all of the trustees then holding office.
B. Other Purchases: Purchases of goods or services, other than those described in Subsection A, shall be conducted in accordance with the guidelines established in the Village of Berkeley's Purchasing Manual.
C. Competitive Bidding: Competitive bidding shall be conducted in accordance with the procedures set forth in the Village of Berkeley's Purchasing Manual.
D. Purchasing Manual:
1. The Village Administrator shall, in accordance with this Section, prepare guidelines and processes for purchasing goods and services, including, but not limited to, competitive bidding.
2. The Purchasing Manual shall become effective upon presentation to the Village Board, and its adoption of a Resolution approving it.
3. The Purchasing Manual shall be reviewed by the Village Administrator annually and any proposed amendments presented to the Village Board for its consideration. (Ord. 12-1, 2-21-2012; amd. Ord. 22-45, 9-6-2022)
