12-4-1: USE OF LAND AND STRUCTURES:
Unless otherwise established as a permitted or special use in the following chapters of this title, any application for a land use not contained by name within a zoning district list of such permitted or special uses, must be added, if at all, as a text amendment after consideration by the planning and zoning commission and approved by the corporate authorities. The planning and zoning commission may recommend and the corporate authorities, in their sole and absolute discretion, may require that any such use be listed as either a permitted or special use in one or more districts of the village, as established under this title.
