11-2-4: FINAL PLAT:
   A.   A final plat shall conform substantially to the preliminary plat as approved, and it may constitute only a portion of the preliminary plat which the subdivider proposes to record and develop.
   B.   As a condition of approval of a final plat of subdivision, each subdivider may be required to dedicate land for park and recreational purposes and for school sites, pursuant to and in accordance with this title, to serve the immediate and future needs of the residents of the subdivision. Where the comprehensive plan or the standards of the village call for a larger amount of park and recreational land or school sites in a particular subdivision or planned unit development than the developer is required to dedicate, the land needed beyond the developer's contribution shall be reserved for subsequent purchase by the village or other public body designated by the village; provided, that such acquisition is made within two (2) years from the date of approval of the final plat.    C.   The slope, topography and geology of the dedicated site, as well as its surroundings, must be suitable for its intended purposes. Grading on sites dedicated for park and recreational uses shall not differ greatly from surrounding land.
   D.   The final plat shall, in connection with and in addition to the requirements for plats set forth in the Illinois plat act, 765 Illinois Compiled Statutes 205/0.01 et seq., as amended from time to time, give the following information:
      1.   The plat shall be at a scale of one hundred feet to one inch (100' = 1") or larger.
      2.   Date, title, name and location of subdivision, graphic scale and true north point.
      3.   All dimensions, angles, bearings and similar data on the plat shall be tied to primary control points. Locations and descriptions of said control points shall be given. Except where deemed clearly unreasonable or infeasible by the planning and zoning commission, these control points shall be the located section corners of the state.
      4.   Name and right of way width of each street, easement, or other rights of way. Each street name shall be subject to approval or modification by the board of trustees.
      5.   Lot numbers, lot lines and frontage dimensions.
      6.   Purpose of which sites, other than residential lots, are dedicated or reserved.
      7.   Minimum building setback lines.
      8.   Location and description of monuments.
      9.   Names and location of adjoining subdivision and streets, the location of adjoining unplatted properties, and the names and addresses of the owners of adjoining unplatted properties.
      10.   Certification on plat of title showing that the applicant is the owner and a statement by such owner dedicating streets, rights of way and any other sites for public use.
      11.   Certification on plat by surveyor or engineers as to the accuracy of survey and plat.
      12.   Certification by the county health department when individual sewage disposal or water systems are to be installed. (Ord. 05-02, 1-18-2005)
      13.   Certification that the subdivider has posted a duly executed performance guarantee, pursuant to and in accordance with this title. (Ord. 05-02, 1-18-2005; amd. 2016 Code)
      14.   Cross sections, profiles and grades of streets, curbs, gutters and sidewalks showing locations of in-street utilities, and drawn to standard scales and elevations shall be attached to the final plat.
      15.   Protective covenants shall either be placed directly on the final plat or attached thereto in form for recording.
      16.   Certification on the plat by the planning and zoning commission that the plat has been approved for recording in the office of the county recorder of deeds.
      17.   A notarized statement indicating, to the best of the owner's knowledge, the school district in which each tract, parcel, lot or block lies. (Ord. 05-02, 1-18-2005)
   E.   Application for final approval of a plat shall be made no later than one year after preliminary approval has been granted. Further, the steps for approval of a preliminary and final plat may be combined if a petitioner wishes to proceed directly to final plat approval. (Ord. 05-02, 1-18-2005; amd. 2016 Code)
   F.   The person requesting a subdivision or resubdivision shall present twenty (20) copies of the final plat with any street profiles or plans required by the village engineer. Within three (3) business days after the plat is submitted to the village for approval, the village shall notify the superintendent of the school board of each school district in which the proposed subdivided land is located that the plat has been submitted for approval and is available for inspection. Said notice shall contain the date, time and place of the hearing to approve or disapprove the plat, and shall be served by certified mail, return receipt requested, or by personal delivery.
   G.   The village engineer shall check to determine that the plat, and other required submittals, have been prepared and made in satisfactory compliance with this section. If found satisfactory, the village engineer shall return the one copy of the final plat to the planning and zoning commission with his approval certified thereon within ten (10) days of receipt thereof.
   H.   One copy shall be transmitted to the county health department when individual sewerage disposal or water supply systems are to be installed. If the plat meets the approval of the county health department, it shall return the copy with its approval certified thereon within ten (10) days of receipt thereof.
   I.   If a final plan is approved by the planning and zoning commission, the original plat and two (2) prints or copies of the final plat shall be endorsed by the planning and zoning commission as follows:

   J.   When all required drawings, maps, and other documents have been submitted and if all such material meets the requirements herein, the village board of trustees shall approve or disapprove the final plat, by resolution duly adopted, within sixty (60) days from the date of filing the last required document or from the date of filing the application for final approval, whichever date is later. The sixty (60) day period may be extended by mutual consent of the parties.
   K.   If the proposed plat is disapproved, the village clerk shall attach a certified copy of the resolution disapproving same to a copy of the final plat. This resolution shall state the reasons for the disapproval. A copy of the resolution shall be filed in the office of the village clerk.
   L.   If the plat is approved, the village clerk shall attach a certified copy of the resolution to a copy of the plat. A copy of the resolution, the final plat, and all supporting documentation shall be filed in the office of the village clerk.
   M.   The village clerk shall record, or cause to be recorded, a copy of the final plat in the office of the county recorder of deeds. The subdivider shall be fully responsible for the costs of such recordation. (Ord. 05-02, 1-18-2005)
