For the purpose of the present and future development of the village, and for the promotion of the public health, and the safety, comfort, morals and welfare of persons living within the territory governed, the provisions and regulations of this title which shall govern the subdividing and platting of lands lying within the corporate limits of the village as now or hereafter existing and as now or hereafter established under provisions of the statutes of the state of Illinois, are hereby adopted as part of the official plan of the village.
