A. Site Plan Review:
1. Residential: The plan review fee for new residential construction shall be charged as indicated in the annual fee schedule. No fee is required for remodeling or expansion. The residential site plan review fee shall be paid at the time of permit issuance.
2. Commercial: The plan review fee for commercial construction, including remodeling or expansion, shall be charged as indicated in the annual fee schedule. The commercial site plan review fee shall be paid at the time of permit issuance.
B. Stormwater Management Certification Fee: The stormwater management certification fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
C. Underground Utility Service Permit Fee: The underground utility service permit fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
D. Plan And Specifications Review Fee: The plan and specifications review fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of execution of the subdivision plat by the village president or upon approval of the plan by the superintendent of public works, whichever comes first.
E. Public And Quasi-Public Improvement Inspection Fee:
1. The public and quasi-public improvement (see definitions in subsection E2 of this section) inspection fee shall be charged as indicated in the annual fee schedule and shall be paid at one of the following times, at the discretion of the village:
a. Upon the execution of the subdivision plat by the village president and village clerk.
b. Upon approval of a site development plan or permit by the superintendent of public works.
c. Upon approval of a building permit by the building commissioner, with the concurrence of the superintendent of public works.
2. For the purpose of this subsection, the following terms shall have the meanings ascribed to them in this subsection E2:
PUBLIC IMPROVEMENT: Any sanitary sewer, storm sewer, drainage ditch, water main, roadway, parkway, sidewalk, pedestrianway, street lighting, planting strip, off street parking area or other facility for which the village may ultimately assume the responsibility for maintenance and operation.
QUASI-PUBLIC IMPROVEMENT: Any sanitary sewer, storm sewer, drainage ditch, water drain, roadway, parkway, sidewalk, pedestrianway, nonstandard street lighting, planting strip, landscaping, off street parking area or other facility for which a private entity such as, but not limited to, a homeowners' association, may ultimately assume responsibility for maintenance and operation.
