10-1-1: CLASSIFICATIONS OF FEES FOR PLAN REVIEWS, PERMITS AND INSPECTIONS:
   A.   Plan Review Fees:
      1.   A fee for the review of all plans shall be charged as indicated in the annual fee schedule. Said plan review fees shall be paid at the time of submission of plans for review. Said fees shall be nonrefundable and are separate from permit, inspection and engineering provision fees.
      2.   The plan review fees for residential construction, new or remodel, for assembly, business, mercantile, educational, institutional, storage, industrial, miscellaneous and mixed use occupancy construction shall be charged as indicated in the annual fee schedule. The plan review fee for all construction, in addition to other applicable fees, shall be based on the estimated cost of construction for the proposed project. The estimated cost of construction shall, at a minimum, be based on the estimated cost per square foot for the type of construction and the use contemplated. The latest edition of "RS Means Cost Data Guide" and/or actual project cost contracts provided by the applicant shall be used by the Building Commissioner in determining the estimated project cost of construction.
      3.   There shall be charged for an expedited permit plan review, if requested by the permit applicant, one hundred fifty percent (150%) of the costs of such services as indicated in the annual fee schedule. Plan review fees shall be paid at the time of submission of plans for review, and said fees shall be nonrefundable and are separate from permit, inspection and engineering provision fees.
   B.   Building Permit Fees:
      1.   The building permit fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
      2.   The building permit fee shall be based on the estimated cost of construction of the proposed structure or improvement. The estimated cost of construction shall, at a minimum, be based on the estimated cost per square foot for the type of construction and the use contemplated. The latest edition of "RS Means Cost Data Guide" and/or actual project cost contracts provided by the applicant shall be used by the Building Commissioner in determining the estimated project cost of construction.
   C.   Electrical Permit Fee: The electrical permit fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
   D.   Plumbing Permit Fee: The plumbing permit fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
   E.   Mechanical Permit Fee: The mechanical permit fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
   F.   Fire Protection System Permit Fee: The fire protection system permit fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
   G.   Final Inspection/Occupancy Inspection Fee:
      1.   The permit fee for a final inspection, occupancy inspection, business license occupancy inspection, and temporary occupancy inspection (additional occupancy inspection fee paid at the time of temporary occupancy inspection request) shall be charged as indicated in the annual fee schedule. Any final inspection/occupancy inspection fee shall be paid at the time of inspection permit issuance prior to the scheduling of the inspection.
      2.   If occupancy is requested without all requirements of the permit and applicable village codes and ordinances being complete, a letter of credit or cash performance bond in the amount of one hundred ten percent (110%) of the cost of the incomplete permit and/or village code and ordinance requirements shall be posted. This type of occupancy request may result in the issuance of a temporary certificate of occupancy with an expiration date. Only incomplete permit, code and/or ordinance requirements exterior to the building construction are eligible for this temporary certificate of occupancy consideration at the discretion of the building commissioner.
   H.   Elevator, Escalator, Dumbwaiter, Man Lift, Wheelchair Lift, Moving Walk Permit And Semiannual/Annual Inspection Fees:
      1.   The permit fee for an elevator, escalator, dumbwaiter, man lift, wheelchair lift and moving walk installation shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
      2.   The semiannual fee for inspection of elevators, escalators, man lifts and moving walks shall be charged as indicated in the annual fee schedule and shall be paid upon receipt of an invoice for said services.
      3.   The annual fee for inspection of wheelchair lifts shall be charged as indicated in the annual fee schedule and shall be paid upon receipt of an invoice for said services.
   I.   Flammable Liquids Storage Tanks And Flammable Liquids Dispensing Device Permit Fees:
      1.   The flammable liquids storage tank permit fee (installation and removal) shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
      2.   The flammable liquids dispensing device permit fee shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance.
   J.   Miscellaneous Permit Fees: Miscellaneous permit fees shall be charged as indicated in the annual fee schedule and shall be paid at the time of permit issuance. (2016 Code)
