All applications for permits for the introduction or use of water supplied by the village shall be made in writing upon printed forms furnished by the village clerk, the blanks to be specifically and properly filled in and signed by the owner or duly authorized agent of the owner, and no work whatever shall be done in the street or outside of a building by any plumber or other person for the purpose of making any connection to or with any village water main or pipe until after the issuance of such permit. This restriction shall not prevent any person from rendering assistance in case of accident to water pipes occurring at night, or at any time requiring immediate action. In case of any such accident, prompt report thereof shall be made to the village clerk by the person rendering such assistance. (1976 Code § 13.04.030)
