8-4-6: MULTIPLE PERMITS:
If the chief of police shall receive more than one application for a parade or assembly at the same time and the same place, or on the same day, the application filed first in time shall take precedence. An application shall be considered to be at the same time if the event is scheduled to commence within two (2) hours before or after the holding of another event at the same place. An application shall be considered to be at the same place if the assembly is to be conducted within one-half (1/2) mile of another assembly. If the chief of police receives an application for more than one parade or assembly in a single day, the chief of police may set a time for the duration of each parade or assembly, which time shall not, without the consent of the group seeking the permit, be less than three (3) hours. The chief of police shall issue permits for more than a single parade during one day in accordance with the requirements of this section and subsection 8-4-5A of this chapter; provided, however, that the chief of police may not issue multiple permits beyond the point at which the issuance of an additional permit would require the continuing diversion of so great a number of police officers or other village personnel so as to prevent normal police protection or other services to the village. A single permit may cover more than one group or person if their identities are properly reported on the application. (2016 Code)
